PURPOSE: Approve a Motion for the Deed prepared by the Washington State Department of Transportation (WSDOT) to transfer right-of-way (ROW) from Snohomish County (the County) to the State of Washington (the State) in the areas of two roundabouts partially constructed within County ROW adjacent to SR 524 at Magnolia Rd and Larch Way.

 

BACKGROUND: The County entered into a construction agreement in 2018 for WSDOT to construct two roundabouts on SR 524 partially within County ROW at Magnolia Rd and Larch Way. Construction as-builts were provided by WSDOT in 2021 and reviewed by the County. A field visit has determined that the appropriate area noted on the Deed, exhibits, and associated WSDOT survey should be quit claimed/transferred by the County to WSDOT acting for the State. The Deed transferring the impacted ROW from the County to the State is required to be signed by the Snohomish County Executive, which will then be executed and recorded by WSDOT staff. Affected ROW will be removed from County inventory following the Deed’s transfer of the ROW. Hard copy and wet signature are required on the Quit Claim Deed.
