Title
Ordinance 26-006, approving and authorizing the Snohomish County Executive to sign the Interlocal Agreement between Snohomish County and East County Park and Recreation District for Phase I of Maltby Sports Park Project
body
DEPARTMENT: DCNR/Parks and Recreation

ORIGINATOR: Rob Marchand/Connie Price

EXECUTIVE RECOMMENDATION: Approved by Mike Fong 1/29/26

PURPOSE: Council approval of Ordinance and Executive signature of Interlocal agreement between Snohomish County and East County Park and Recreation District for Phase I of Maltby Sports Park Project.

BACKGROUND: East County Park and Recreation District own, manages, and maintains Maltby Community Park. The Property has grass sports fields that East County Park and Recreation District would like to convert to synthetic surfaces to benefit the local community and citizens of Snohomish County. Snohomish County has a settlement agreement with King County for the construction of a wastewater treatment plant referred to as the 'Brightwater Project' within its jurisdiction. The settlement agreement agrees to pay Snohomish County a total of $70,000,000 in mitigation funding for the impact of the Brightwater project. Of this mitigation funding, $30,400,000 has been identified towards recreation facilities and improvements in the Maltby area. The County has identified the Park as a potential use for these funds and would like to pursue those options by entering into this agreement with East County Park and Recreation District for Phase I, which will be a Feasibility Study for Conversion of Grass Sports Fields to Synthetic Turf.
