PURPOSE: Approval of a total five-year expenditure of $360,000.00. Approval to exceed initial award by more than 20%.
BACKGROUND: A competitive Request for Proposals - Software (RFP-C) (RFP-23-071JM-C) was issued for software licenses related to document management. The Snohomish County Department of Information Technology currently employs Bluebeam Revu, which was previously competed under ITB 22-035JM, in accordance with SCC 3.04.160. 2023 costs were nearly double those of 2022, necessitating a re-competition. This RFP-C established a new master agreement for Bluebeam Revu. Cost increases year-over-year have exceeded 20% in aggregate, therefore requiring Council approval.
