PURPOSE: Approval of Supplement No. 7 to Professional Services Agreement CCF01-22 with Confluence Environmental Company to provide permitting services for the Goodman Creek Culvert Replacement Project

BACKGROUND:
- The Department of Public Works (PW) intends to replace the Goodman Creek Culvert with a new bridge which carries Mountain Loop Highway over Goodman Creek approximately seven miles South of Darrington.
- The existing culvert is a 12-foot diameter corrugated metal pipe. The culvert and supported roadway were damaged in the federally declared weather emergency of February 2020.
- Confluence Environmental Company was one of four consulting firms responding to RFQ-22-003SB and was selected through established Federal, State and County policies and practices. - To date, six supplements have been completed. Supplement Nos. 1 and 4 were approved by the Public Works director, adding scope and budget within the Council-approved contingency amount. Supplement No. 2 was approved by Council under Motion 23-223 and Supplement No. 6 was approved by Council under Motion 24-520. Supplement Nos. 3 and 5 were contractual periodic rate adjustments approved by the Public Works director.
- Supplement No. 7 will allow Confluence Environmental Company to prepare a memorandum documenting the construction schedule to complete work below the Ordinary High-Water Mark (OHWM), assumptions associated with the construction schedule to complete that work and conservation measures that will be implemented for the protection of fish for construction outside of the approved in-water...
