PURPOSE: Approval of Change Order #8 to authorize payment to the Contractor, Cornerstone General Construction for added work associated with vaults & conduit required for electrical service per SnoCo PUD.

BACKGROUND: The Department of Public Works determined the need to construct a new road operations center and emergency response facility at the County's Arlington Operations site located in Arlington, WA Through a Request for Qualifications and a subsequent Request for Proposal Public Works solicited the services of a Design Build Contractor or Consultant to assist the County with this project. Cornerstone General Contractors responded to RFQ-23-001SB and RFP-23-004SB and was selected through established Federal State and County policies and practices. Snohomish County and Cornerstone General Construction entered into agreement on December 13, 2023, for the design and construction of the Arlington Operations Center under Progressive Design Build Agreement PDB01-23 To date there have been five amendments and five change orders approved by Council, and two change orders approved by the PW Director to the original agreement which include Validation (Motion No. 24-097), Design (Motion No. 24-317), Granite Falls Secondary site construction (Motion No. 25-302) and Arlington Operations Primary site construction (Motion No. 25-320). This project was not bid, but selected through an RFQ/RFP process and therefore requires Council approval for any contract amendments above $100,000 or 20% of the contract value, whichever is less.
