PURPOSE: Provide supplemental expenditure authority within Human Services Fund 124 for unanticipated cost related to coronavirus relief services in 2023.
BACKGROUND: The County was awarded $25,399,806 in American Rescue Plan Act of 2021 funding through the Washington State Dept. of Commerce for the Eviction Rent Assistance Program 2.0 (ERAP-2) for the period 10/1/2021 through 06/30/2023. Contract 21-4618C-124 was approved by the Snohomish County Executive via ECAF 2021-1034. $5,981,290.90 was expended in 2022.
Commerce is providing the County an additional $12,000,000 through a contract amendment being signed by the Executive. These grant funds will prevent evictions by providing payment for rental and utility assistance for low-income residents who are impacted by the pandemic. The County will subcontract $12,000,000 to a local nonprofit to provide eligible activities to the target population. The additional grant funds were not anticipated when the original 2023 budget was developed.
Urgent processing is requested to meet Washington State Department of Commerce expenditure requirements for these funds by June 30, 2023.
