PURPOSE: Authorizing the County Executive to sign an Environmental Covenant for the Go East Landfill
BACKGROUND: Under the supervision of the Health Department the Go East Landfill completed a cleanup and subsequent closure for the Alpine Estates plat formerly known as Bakerview. Solid waste is contained on the property beneath a final cover system that is designed to minimize infiltration and erosion and to prevent exposing waste. The property is subject to post-closure requirements under WAC 173-350-400. During the post-closure care period, the owner or operator is required, under the terms of its permit from the Snohomish County Health Department, to maintain and operate systems such as leachate collection, gas control, groundwater monitoring, and erosion control systems on the property. And following closure of a limited purpose landfill, the owner or operator must file an environmental covenant conforming to the procedures and requirements of chapter 64.70 RCW, Uniform Covenants Act.
