PURPOSE: To Approve Interlocal Agreement between Snohomish County and Snohomish Conservation District

BACKGROUND: The National Oceanic and Atmospheric Administration (NOAA) awarded federal Habitat Conservation Grant funds to the Washington Department of Fish and Wildlife beginning May 1, 2023 for work on a series of projects and activities described in the proposal entitled "Transformational Chinook Recovery in Whidbey Basin North and South." WDFW awarded a portion of the NOAA Grant funds in the amount of Four Million Seven Hundred Thousand One Hundred Thirty dollars ($4,700,130.00) to Snohomish County as a sub-recipient to implement certain proposal projects as well as to sub-award and perform grant administration for other projects in the South Whidbey Basin. The County Grant identifies the District as a sub-awardee and requires the County to enter into an agreement to pass through NOAA Habitat Conservation Grant funds in the amount of Seven Hundred Twenty-Five Thousand Dollars ($725,000.00) to the District for the Skykomish Riparian Agroforestry Feasibility, Swans Trail Slough, and the Community Engagement, Outreach, and Education in the Stillaguamish Basin projects.
