Motion 26-294, approving the award for Rise Up Academy

PURPOSE: To approve a Motion Authorizing the Executive to Execute an Agreement with Rise Up Academy for the Rise Up Academy Expansion Project.
BACKGROUND: In the 2025-2026 budget the Snohomish County Council allocated $2,000,000 in Child Care Facilities funds to Rise Up Academy for their Rise up Academy Expansion project to increase capacity by allowing more working parents to participate in the workforce.
The allocated $2,000,000 will be split over two phases and will be two separate contracts. The first contract totaling $1,000,000 will include costs for acquisition and predevelopment and is included with this ECAF.
The remaining $1,000,000 will be included in the second phase contract which will include development costs. This project is currently in the capital campaigning process; at this time there is not a date certain when the second contract will be routed.
Projects were previously approved in the 2025-2026 budget in General Fund 002 Department 16 Nondepartmental for carry forward projects previously funded by ARPA and transferred to the Finance Department General Fund 002 Office of Recovery and Resilience Program 311 by Motion No. 25-164.
