PURPOSE: To adopt the 2027-2032 Capital Improvement Program (CIP) as an adjunct to the county budget.
BACKGROUND: The Growth Management Act (GMA) and the Snohomish County Charter require the preparation of a six-year capital improvement program (CIP). In addition, the County Charter mandates that the CIP be adopted concurrently with the biennial budget. The CIP is a component of the County’s Comprehensive Plan Capital Facilities and Utilities Element and outlines how County departments and service agencies plan to finance capital projects necessary to accommodate ongoing growth. The 2027-2032 CIP will replace the existing 2025-2030 CIP adopted by the County Council on November 25, 2024. The Planning Commission received a briefing on the draft 2027-2032 CIP on August 11, 2026. Following a public hearing held on August 25, 2026, the Planning Commission recommended adoption of the 2027-2032 CIP. This recommendation has been added into the index of records.
