PURPOSE: Council approval and Executive signature on the Agreement for Professional Services with TriVan Truck Body, LLC to build and deliver a prisoner transport vehicle.
BACKGROUND: The Snohomish County Sheriff's Office Corrections Bureau was awarded ARPA funding in 2022 to improve inmate transportation. The jail has three sprinter vans that are used to transport up to 12 inmates, however there is no room inside the individual compartments to safely social distance the inmates. The air flow within the jail van cannot be isolated which could cause cross contamination of air flow. To comply with social distancing guidelines set by the CDC for COVID, the number of inmates that can be safely transported in the current jail vans would be reduced to 5 inmates. This agreement is the product of County RFP-022-24 BC for an Inmate Transport Vehicle. This project experienced several delays due to supply chain issues and production delays. The chassis was ordered from Freightliner NW on May 23, 2023 under State Contract #03920; delivery is anticipated by Q1 2024.

DEPARTMENT FISCAL IMPACT NOTES: $350,000 in ARPA Funds were allocated for this project in the 2022 budget. The remaining funds are being used toward the purchase of the chassis from Freightliner NW (PO 35722) that TriVan will build the custom vehicle box on.
