BACKGROUND: Article 8 of the Snohomish County Charter provides for charter amendment proposals to originate from the County Council through passage of an Ordinance with four (4) affirmative votes by the members. This Ordinance memorializes the County’s existing authority to establish a hearing examiner system and limits the County Council’s role in that system.
