PURPOSE: Approval of the Surface Water Management 2025-2030 Six-Year Capital Improvement Plan (SWM CIP).

BACKGROUND: Snohomish County Charter, Section 6.20, and Title 4.26.024 of the Snohomish County Code direct the County Executive to prepare a Six-Year Capital Improvement Plan. Snohomish County Department of Conservation and Natural Resources, Surface Water Management Division, has developed a Capital Improvement Plan for Surface Water Management capital improvements for the next six years, 2025-2030. The Surface Water Management 2025-2030 Six-Year Capital Improvement Plan includes general drainage capital improvement projects, failing infrastructure projects, fish passage culvert projects, culvert replacement projects, water quality improvements, stormwater retrofit projects, river and habitat projects, and master drainage/basin planning.

DEPARTMENT FISCAL IMPACT NOTES: Adoption of the 2025-2030 SWM CIP does not appropriate funds. Council adoption of the 2025-26 Surface Water Management budget appropriates expenses and revenues for the 2025 and 2026 SWM ACP. Expenses and revenues for future years (2027-2030) will depend on Council adoption of future annual budgets that reflect long-term commitments to the 2025-2030 Six-Year Capital Improvement Plan for Surface Water Management.
