PURPOSE: Approval of Motion requesting Elimination of Solid Waste Tip Fees for Flood Damaged Residential Household Materials
BACKGROUND: Following recent flood events that impacted Snohomish County residents, the Solid Waste Division activated the Flood Voucher Program to temporarily waive disposal fees for flood-damaged household goods. The program was implemented to support affected residents, facilitate timely cleanup, and reduce public health and safety risks associated with unmanaged debris. The initial fee waiver was authorized through executive action pursuant to SCC 7.41.022, which allows the County Executive to waive disposal fees for up to 30 days during a State or Federally declared emergency. Council action is required to extend the fee abatement beyond this statutory timeframe. Flood impacts continue to affect residents beyond the initial response window, and there is ongoing demand for disposal assistance related to flood-damaged materials. Public Works is requesting that Council allow citizens an additional 60 days to complete flood cleanup, with the fee abatement ending on March 19 (60 days from January 18). Extending the Flood Voucher Program ensures continued access to essential solid waste services, supports community recovery efforts, and helps prevent illegal dumping, improper disposal, and environmental impacts. Program costs are funded through the Solid Waste Division's existing operating budget, with disposal, printing, and administrative expenses absorbed within current resources allocated for the Flood Program with a total cost estimate of $50,000.
