PURPOSE: To obtain the Council's approval of an Agreement for Professional Services between the Public Defenders Association and the Prosecuting Attorney attendant for the implementation and continuation of the LEAD program.
BACKGROUND: The Prosecuting Attorney's Office (PAO) received a $1.685 million grant in June of 2020 from the Washington State Health Care Authority (HCA) to launch a Law Enforcement Assisted Diversion program (LEAD). The grant is a pass-through grant and the funding supports both the LEAD Project Manager, who is located in the PAO's office, and Evergreen Recovery Centers, which provide a range of services and case management support for eligible participants in the LEAD program. As a partner with the PAO in the LEAD program, the Public Defenders Association (PDA) provides compensation for the Project Manager who is responsible for the day-to-day operations of the program. The PAO uses HCA grant funds to reimburse the PDA for the Project Manager's compensation.

DEPARTMENT FISCAL IMPACT NOTES: There is no fiscal impact on the County's General Fund. This is a pass-through grant in which grant revenue is deposited in an unearned revenue DAC and transferred to the Fund 130 program only as warranted to cover expenditures.
