EXECUTIVE RECOMMENDATION: Approve (Lacey Harper 1/10/2022)
PURPOSE: To update council district boundaries in accordance with the 2020 Census counts and the plan approved by the 2021 Districting Committee.
BACKGROUND: State law requires that the boundaries for council districts be reviewed every 10 years based on the most recent U.S. Census data. New districts should be nearly equal in population and adhere to other requirements around compactness, contiguity, not showing favor to political parties or racial groups, following natural boundaries and preserving communities of related and mutual interest. Snohomish County Charter outlines the process by which council districts be redrawn to include the appointment of a districting committee, the appointment of a districting master, the preparation of a districting plan, the solicitation of public input and the approval of the plan by the districting committee. The 2021 Districting Committee completed its work with the approval of a plan on November 17, 2021. The Districting Plan is attached.
