PURPOSE: To provide Council with an update to the annual tree canopy monitoring report, and to summarize the new urban residential tree canopy applications for the year 2023. And the latest updates to the new urban Tree Canopy subelement proposed by the 2024 Comprehensive Plan Update.
BACKGROUND: Snohomish County has been delivering annual tree canopy monitoring reports since amended motion 14-073 was passed in 2014. This motion requires that the County provide in a report the total amount of proposed and required 20-year tree canopy coverage, and the total new and retained tree canopy calculations for new applications. The report must be submitted to Council by January 31st of every year. The 2023 Annual Tree Canopy Report includes assessing the approved landscape plans for forty new residential applications, and whether current regulations are meeting community standards. This report compares previous applications with the newer methodologies for calculating more precise tree canopy coverage. This report also highlights the potential adoption of a new Urban Tree Canopy Subelement that would strengthen tree canopy regulations including establishing a no minimum net loss of 38% of tree canopy coverage in Snohomish County. The 2023 Tree Canopy Monitoring Report has been included as part of the ECAF Report.
