PURPOSE: This Critical Area Site Plan complies with the requirements of the Critical Area Study dated May 2012 in connection with the North Road Corridor Improvement Project (RC1545). Compensatory mitigation was required pursuant to Chapter 30.62A SCC (Fish and Wildlife Habitat Conservation Areas).

BACKGROUND: The North Road Corridor Improvement Project (RC1545) was approved for construction by the Army Corps of Engineers (Permit # NWS-2012-546). As part of the regulatory permitting process, a Critical Area Study (May 2012) was required to construct the project. The Critical Area Study identified an area for compensatory wetland mitigation in a designated protection site that would be left permanently undisturbed in a substantially natural state. Parcel 27051800107400, also known as Old Bailey Farm, was designed as a compensatory mitigation site for the North Road Corridor Improvement Project's impacts to critical areas. Since then, other Public Works projects were able to obtain permit approvals to use the Old Bailey Farm mitigation site as compensatory mitigation for their project impacts to critical areas. These other projects include: Seattle Hill Road Corridor Improvement Project (RC1635), Manor Way Pedestrian Improvement Project, Phase 1 (RC7399), SWIFT II Pedestrian Improvement Project (RC1719), and the North Creek Trail Project (RC1546). Permanent protection of the Old Bailey Farm mitigation site requires approval by the Snohomish County Council and recording of a Critical Area Site Plan with the County Auditor.
