PURPOSE: Approval of change order will allow the Executive to authorize First On-Site Property Restoration to continue the Moisture Remediation at the New Start Center of Edmonds.

BACKGROUND: The hotel in Edmonds was built in the 1996. The exterior siding material is Exterior Insulation Finishing System (EIFS). At that time the construction industry in the US was only starting to understand how moisture interacts with this siding material. During the current, moisture remediation project the contractor removed interior drywall under some windows to remove visible moisture damage. Once this layer of drywall was removed, under the windows, the wall cavity could be seen for the first time. The wood studs and inside face of the exterior sheathing are damaged from years of moisture infiltration at the windows. The approval of additional funds will allow the contractor to remain on-site to remediate these additional areas without charging additional fees for remobilization. The removal of additional material and treatment of the moisture at the interior of the walls will be priced based on the unit pricing within the contract. The County's third-party industrial hygienist and Facilities have reviewed the change order and recommend approval. The newly found moisture damage will continue to grow if it is not remediated immediately.

FISCAL IMPLICATIONS:
None. Requested amounts are within the Project's available budget.
