PURPOSE: To approve Agreement for Professional Services with Graham Baba Architects, PLLC.

BACKGROUND: Snohomish County is developing a Food and Farming Center that will serve as a resource for the region's fruit and vegetable farmers. Since 2022, DCNR has completed on-site testing, preliminary site studies, public outreach, stakeholder engagement, and successful grant applications. DCNR is also actively preparing RFPs to secure an alternative facility to temporarily operate equipment associated with the project's USDA grant. The project began under a progressive design-build contract, through which the County received a project validation report. This report compiles the project vision, background research and analysis, site studies, an operating pro forma, and preliminary design and cost estimates. In part due to the cost of proceeding under the progressive design-build delivery method, DCNR determined that the design-bid-build delivery method was the most appropriate approach for this project. DCNR subsequently advertised RFQ-25-0551JM for Design and Engineering Services for the Food and Farming Center. Following evaluation of RFQ scores and interviews, Graham Baba Architects, PLLC was selected as the highest-scoring and best-qualified team to complete the project. This motion includes approval of a contract for value engineering, design development, and continued work to advance project permitting.
