PURPOSE: Amend Snohomish County Code
BACKGROUND: The ordinance provides the Snohomish County Council with all the powers not reserved by the people or vested in specific offices by the charter, including to establish by ordinance executive departments and the powers and responsibilities for each. It is under this provision that the Council is provided with authority to set policy by adopting ordinances adding to or amending Snohomish County Code that the departments then are tasked with implementing (as long as it does not conflict with state/federal law, powers vested with the people, or powers vested in the Executive branch).
