PURPOSE: Approval and authorization for the County Executive to execute Critical Area Site Plan for the Flowing Lake Dock and Waterfront Accessibility project. Mitigation and designation of Critical Area Protection Areas was required per SCC Chapter 30.62.
BACKGROUND: The Flowing Lake Dock and Waterfront Accessibility Project is funded through RCO ALEA Grant 24-1341 D and is included in the Parks CIP. The project is planned to start construction in September of 2026. A Critical Area Study and Buffer Mitigation Plan was required to assess and mitigate impacts to critical area buffers. SCC Chapter 30.62 requires Critical Area Site Plans for development activity and action requiring a permit. All wetlands, fish and wildlife habitat conservation areas, and buffers on the site shall be designated as critical area protection that would be left permanently undisturbed in a substantially natural state. To permanently protect the properties, Critical Area Site Plans are required to be approved by the Snohomish County Council and recorded with the Snohomish County Auditor. The Snohomish County Auditor’s office has reviewed this CASP and it is acceptable
