PURPOSE: Council approval for Executive to sign Interlocal Agreement and related documents for the Tulalip Tribes Foye Creed Reconnection Project.
BACKGROUND: The County owns the Centennial-Snoqualmie Trail, a former rail line and unopened and undeveloped trail property that runs from the King-Snohomish County line to the City of Monroe., approximately a 6.79-acre portion of the Centennial-Snoqualmie Trail runs adjacent to Foye Creek. The Tulalip Tribes of Washington has a floodplain restoration project that includes Foye Creek and is generally referred to as the Tualco Valley Connectivity Project and would like to gain certain privileges across the County Premises for temporary construction, staging and access for the Tualco Valley Connectivity Project. The Tualco Valley Connectivity Project will benefit the Tribe and County by allowing salmon to spawn as they historically did in Foye Creek and Riley Slough and will further benefit the County by maintaining the integrity of the railroad grade associated with Centennial-Snoqualmie Trail. The Interlocal Agreement clearly identify's each entity's responsibilities to manage and maintain the County Premises before, during and after the Tualco Valley Connectivity Project. This agreement is marked urgent due to the project is set to start withing the next two weeks. Any delays to this project will cause additional costs to the Tribes.
