PURPOSE: To authorize the Executive to accept FAA Airport Improvement Program (AIP) Grant Offer 3-53-0028-066-2023 to rehabilitate Taxiway F (design and construction); rehabilitate east general aviation apron (design and construction); and install perimeter fencing (design and construction) at Snohomish County Airport at Paine Field.

BACKGROUND: .
* The FAA Airport Improvement Program (AIP) Grant Offer 3-53-0028-066-2023 is being provided to the Airport to rehabilitate the pavement of the East General Aviation Apron and Taxiway Foxtrot via asphalt mill & overlay, in order to preserve the useful life of the pavement. These areas were last paved in 1986 and 1991 respectively, and per the 2018 WSDOT pavement condition study, are currently in poor condition.
* The project will also replace the adjacent section of airport perimeter fence, which is in a deteriorated condition.
* The project will be 90% funded by FAA AIP Grant No. 3-53-0028-066-2023, in the amount of $5,500,000.
* The required 10% matching funds will be provided from the Airport Enterprise Fund at approximately $611,112.
* The Airport seeks authorization for the County Executive to accept this FAA AIP grant in the amount of $5,500,000, and further authorization for the Airport Director to approve any amendments thereto (not to exceed 15% of the original grant amount).
* The project will be bid and constructed in the summer of 2024.
* Please note the Executive must execute the grant, followed by the attorney's certification, no later than September 1, 2023 in order for the grant to be valid.
