PURPOSE: Companion to ECAF 2023-0706. The companion CBT Motion in ECAF 2023-0706 transferred funds because of project delays and to allow for grant funds to be expended in a timely manner.
BACKGROUND: This Ordinance will provide authority for DCNR and Facilities to directly post expenditures to their 2023 budget-approved projects within their departmental programs, rather than through a JV process to Grant Control Fund 130.
