PURPOSE: To amend Chapters 9.01 and 9.16 of SCC in compliance with state law.
BACKGROUND: The passage of Senate Bill 5974 by the Washington State Legislature introduces new statewide requirements governing special commissions from law enforcement agencies, specifically mandating that commissioned individuals be directly supervised by the agency issuing the commission. As required by county code, Snohomish County animal control officers have held special commissions from the Sheriff’s Office but have operated under the authority and supervision of the County Auditor. This arrangement will no longer meet the statutory requirements as of January 1, 2027. This ordinance amends county code to align with state law by removing the requirement that all animal control officers be specially commissioned deputies and by clarifying the authorities and duties of animal control officers.
