PURPOSE: Council-Initiated proposed Charter amendment
BACKGROUND: Article 8 of the Snohomish County Charter provides for charter amendment proposals to originate from the County Council through passage of an Ordinance with four (4) affirmative votes by the members. This ordinance, if adopted per the required number of votes, would place a ballot proposition on the November ballot for voter consideration that would require the County Council to implement the process for candidates for the offices of County Executive and County Council to prepare and submit a political history disclosure, for the County Auditor to conduct an independent confirmation of that disclosure and for the information to be made public in the voter’s pamphlet. This requirement, if approved by the voters would occur even if those offices are made non-partisan by a voter-approved proposition.
