PURPOSE: Authorizing the County Executive to Sign the January 1, 2024 through December 31, 2026 Collective Bargaining Agreement between Snohomish County and the Washington State Nurses Association.

BACKGROUND: This is a three (3) year agreement with the Washington State Nurses Association, effective January 1, 2024, through December 31, 2026. This is a successor agreement to the one (1) year contract negotiated for these employees following their integration to Snohomish County from the Snohomish Health District January 1, 2023. This agreement includes many new provisions based on District era language proposed by the union which were standardized based on existing County provisions to maintain operational consistencies. This includes provisions for management rights, County definitions, union membership, non-discrimination, recruitment, vaccines, job classifications, and leave provisions. Addendum A establishes wage adjustments each contract year based on the Seattle-Bellevue-Tacoma annual June to June CPI-W formula with a floor of one percent (1%) and a ceiling of five percent (5.0%) beginning January 1, 2024. Additionally, the wage schedule for the Public Health Nurse and Public Health Nurse Lead was increased for retention and recruitment by eliminated the existing step 1, moving the remaining steps down, and creating a new top step four percent (4%) more than the old top step effective January 1, 2024. This agreement supersedes the agreement that expired on December 31, 2023, and covers approximately 13 employees.
