PURPOSE: Approve ordinance to revise Section 2.420.030 SCC, relating to reducing Community Services Advisory Council Membership requirements.
BACKGROUND: The Community Services Advisory Council (CSAC) was created in 1986 with a membership requirement that “The Community Services Advisory Council shall consist of at least twelve and not more than twenty-four members.” CSAC has not been able to achieve the minimum of twelve members. The 2018 and the 2024 Washington State Department of Commerce CSBG Monitoring Report recommended that CSAC reduce the minimum membership to six which is consistent with other Community Action Programs and the Community Services Block Grant (CSBG) organizational standards. During the September 17, 2024, meeting CSAC approved the recommendation to reduce the minimum number to six and the maximum number of members to fifteen, with a minimum of one member per council district.
