PURPOSE: Approval of the Professional Services Agreement CCF03-24 with Otak, Inc. for Design Services, Pilchuck Bridge #626 Replacement

BACKGROUND:
- The Pilchuck Creek Bridge #626 carries Old 99 N Highway over Pilchuck Creek, north of 236th St NE, near I-5 exit 210. The existing bridge is a two-lane, three-span bridge that carries 428 vehicles per day (2018). The structurally deficient bridge will be replaced with a new 180-feet long single-span bridge.
- Design services will include complete design and engineering of bridge sub-structure, super-structure, and demolition of the existing bridge.
- The Department of Public Works does not currently have the capacity to provide design services for this project, therefore, Public Works has determined a need for assistance from a consultant.
- Through a Request for Qualifications (RFQ) PW has solicited the services of a consultant to assist the County with these projects. Otak, Inc. was one of seven consulting firms responding to RFQ-24-007SB and was selected through established Federal, State and County policies and practices.
- A Professional Services Agreement between Snohomish County and Otak, Inc. was negotiated. The total budget for this ECAF is $712,623.88, which includes the agreement amount of $647,839.89 and an additional contingency amount of $64,783.99, for allowable unforeseen costs. The approving motion for the agreement authorizes the Public Works Director or Deputy Director to approve and execute amendments to the agreement within this total budgeted amount.
