PURPOSE: To appoint Charlie Bauman to Diking District No. 5 vacancy due to the resignation of the former member
BACKGROUND: Victor Loehrer, serving as the representative of Dagmars Marina, LLC (a property owner in Diking District No. 5, retired. His retirement triggered his resignation from Diking District No. 5, creating a vacancy for the remainder of his term. Dagmars Marina, LLC passed a resolution on 8/28/25 appointing Charlie Bauman as their representative and the Council received the resignation, resolution and request to appoint on November 24, 2025. If appointed, Charlie Bauman would need to file for election into Position No. 2 in December 2028.
