body
DEPARTMENT: Central Human Resources

ORIGINATOR: Carla Freeman

EXECUTIVE RECOMMENDATION: Approved by Alessandra Szebenyi 10/12/26

PURPOSE: Authorizing the County Executive to Sign the 2027-2029 Collective Bargaining Agreement between Snohomish County and the Washington and Northern Idaho District Council of Laborers Local 292

BACKGROUND: This agreement establishes a three-year economic partnership, effective January 1, 2027, through December 31, 2029, between the County’s newly organized bargaining unit and the Washington and Northern Idaho District Council of Laborers, Local 292. It applies to nine employees serving as Superior Court Judicial Services Support Staff, setting wage and wage-related terms for Judicial Coordinators, Judicial Services Leads, and GMP Paralegals. The agreement generally aligns with other county agreements regarding holidays, leaves, insurance benefits, and out-of-class pay, including the good standing requirement for sick leave cash-out at separation. The unit will transition to the 200 Classified Non-Classified salary table, which features a five percent (5%) increment between steps and grades, effective the first of the month following full ratification. Beginning January 1, 2027, a seventh step will be added to the existing six-step salary table, with employees who have completed a full year at Step 6 advancing to Step 7. On January 1, 2028, and January 1, 2029, the agreement provides for a cost-of-living adjustment based on 100% of the consumer price index, with a minimum increase of one percent (1%) and a maximum of five percent (5%). Additionally, the agreement includes County matching contributions to deferred compensation.
