PURPOSE: Approve modifications to the North Snohomish County Early Head Start Advisory Committee
BACKGROUND: The Office of Head Start requires that each agency establish and maintain a formal structure of program governance including a governing body. The Snohomish County Council is the governing body with legal and fiscal responsibility for the Snohomish County Early Head Start Program.
Governing bodies may, at their discretion, establish advisory committees (or sub-boards) to oversee key responsibilities related to program governance and program improvement. In 2010, the Snohomish County Council Motion 10-408 established the North Snohomish County Early Head Start Advisory Committee to oversee key responsibilities related to program governance and program improvement and to be comprised of a Snohomish County Council Legislative Analyst, Snohomish County Senior Financial Consultant, and the Snohomish County Human Services Department Administrative Services Division Manager.
To address recent monitoring concerns, it is necessary to change the name and composition of the Advisory Committee to be in full compliance with Head Start Performance Standards. The motion, if approved, will change the name from North Snohomish County Early Head Start Advisory Committee to Snohomish County Early Head Start Governance Advisory Committee and will change the composition of the Advisory Committee to remove the Snohomish County Human Services Department Administrative Services Division Manager, and include a Snohomish County Council Legislative Analyst, Snohomish County Senior Financial Consultant, Snohomish County Council member as designated by the Council Chair (voting), the Early Head Start Policy Council Chair (a...
