PURPOSE: Approval of agreement SWMCC01-26 to allow Surface Water Management to utilize Aquatechnex LLC for in-lake treatment services for phosphorus control in Snohomish County Lakes.

BACKGROUND: Snohomish County's lake management program works with local communities to monitor more than 35 lakes, several of which experience chronic toxic algae blooms caused by excessive phosphorus. Studies of Lake Ketchum, Lake Loma, and Sunday Lake show that excessive phosphorus in lake sediments is the primary driver of these blooms. In some lakes, additional external phosphorus inputs also contribute. Algae control plans for all three lakes recommend phosphorus inactivation treatments. Lake Ketchum has received annual treatments since 2016 and has established community funding that supports continued work. Lake Loma and Sunday Lake are potential future projects that will proceed only if the County secures additional resources such as grants or community contributions. Aquatechnex, LLC responded to RFP-25-0583LY and was selected in accordance with Federal, State, and County procurement requirements. A Professional Services Agreement has been negotiated with a current budget of $344,000[MB1], which provides some allowance for the contract to be extended beyond two years for Lake Ketchum and to potentially include treatments at other lakes if funding is secured. The County will continue pursuing additional funding during the contract period, which could allow phosphorus inactivation treatments at Lake Loma, Sunday Lake, or other lakes with completed plans.
