PURPOSE: The National CASA/GAL Volunteer Recruitment Grants aims to increase the service levels of the CASA Program so more eligible children can be served by a CASA volunteer. The grant is structured to use the National CASA/GAL "Change a Child's Store" campaign to recruit new volunteers with an emphasis on volunteer recruitment overall and for underrepresented volunteer populations.
BACKGROUND: In Washington State child dependency and termination cases, state law mandates that the child shall be appointed a guardian ad litem or CASA volunteer to advocate for the child's best interest during the case [RCW 13.34.100]. Currently in Snohomish County, there are approximately 400 children in the juvenile dependency court system. Approximately 75 children are waiting for a CASA to advocate for their best interests due to a shortage in volunteers.
The Volunteer Recruitment Grant awarded by National CASA provides funding for marketing and outreach expenses for the purpose of recruitment and diversification of the volunteer pool. This grant provides the opportunity to grow and diversify the CASA volunteer pool which will assist in bringing the Office of the CASA into statutory compliance with WA State RCW 13.34.100.
This grant was not anticipated during the 2024 budget process, and therefore not included in the 2024 Grant Workplan.
