PURPOSE: Approval of Motion authorizing the County Executive to sign Amendment No. 1 Professional Services Agreement CC01-24 with Graymar Environmental Services, LLC for spill response at Public Works managed and operated facilities
BACKGROUND: Snohomish County Public Works (PW) manages 1650 miles of public road right-of way and over a dozen buildings that may accumulate contaminants and are vulnerable to minor spills, illegal dumping, and less frequent large spill events. PW also operates solid waste facilities, maintains storage areas, and is custodian of various vacant properties on which hazardous materials can be dumped or mismanaged and/or spills can happen. RFP-23-057 sought the services of a contractor to assist in quick, effective and efficient management of spills and illegally dumped materials. Graymar Environmental Services, LLC was one of two firms that responded to the RFP, and they were selected through established federal, State and County policies and practices. A professional services agreement was executed in March 2024 in the amount of $150,000. Since then, $140,862 has been spent on twenty-two invoices, primarily pickup and processing of abandoned buckets of oil or unidentified liquid from the roadside and cleanup of hazardous spills related to automobile accidents. Amendment No. 1 provides an additional $100,000 funds, for a total amount not to exceed $250,000, to continue this work as needed.
