PURPOSE: To obtain the Executive's approval of an Amendment to an Interagency Agreement for LEAD Program Expansion Services with the Washington State Health Care Authority (HCA). The amendment increases the grant award by $40,262.
BACKGROUND: The Prosecuting Attorney's Office (PAO) received a grant award from the HCA for $1,612,064, in 2023, to implement the LEAD Program in Snohomish County, from July 1, 2023, to June 30, 2025. To support the expansion of the program, HCA is awarding the PAO an additional $40,262 through June 30, 2025. In addition to increasing the amount of the award, the amendment also (1) revises the Statement of Work, including deliverables, and (2) adds several Federal requirements including provisions in 45 CFR 75, 2 CFR 200. This HCA grant is included in the PAO's 2025 Grant Work Plan (GWP) that the Council approved with Motion 24-380. Per SCC 4.26.025, the Executive has the authority to approve and execute contract amendments involving grant award increases up to $50,000, for grants approved in the GWP. Please note: (1) there are two scrivener's errors on page 22 that have been corrected, and (2) the Executive's signature is required on pages 6 and 36.
