PURPOSE: Approve the 2023 Housing and Behavioral Health Capital Fund Investment Plan and Authorize the Human Services Director to execute the necessary documents to implement the plan.

BACKGROUND: The attached motion requests approval of the 2023 Housing and Behavioral Health Capital Fund Investment Plan and authorization for the Human Services Department Director to execute the necessary documents to implement the Plan.

The Plan, the result of community listening sessions with various advisory boards, housing providers, elected officials, and community members interested in this topic represents the collaborative efforts to enhance the Housing and Behavioral Health systems.

This request is marked Urgent, with a deadline of Friday, November 3, 2023, per Council’s request to be considered with the 2024 budget process.
