PURPOSE: To execute a Grant Agreement with the Washington State Department of Commerce for American Rescue Recovery Plan Act state and local fiscal recovery funds (SLFRF) for the Snohomish County and Ziply State Route 530 Broadband Project.

BACKGROUND: The County has received a grant award from the Washington State Department of Commerce, Broadband Office ("WSBO") to expand broadband services into rural areas of Snohomish County. The County has submitted a joint application for the award with Ziply Fiber NW, LLC a broadband system provider to construct a Fiber to the Premise (FttP) network along or near the State Route 530 Corridor from the City of Arlington to the Town of Darrington. The communities to be connected include Bryant, Trafton, Cicero, Oso, Rowan, Hazel, Swede Heaven, Whitehorse, and Darrington. The proposed project will enable gigabit fiber connectivity to approximately 4,510 addresses. The approved project spans multiple years, includes several complex, industry-specific agreements and is funded through more than $16M in federal recovery grant funding and over $9M in matching funds provided by Ziply Fiber NW. The IT Department is requesting Council approval of the Department of Commerce WSBO SLFRF grant award totaling $16,713,615. This is a multi-year project with funding expiration set for 2025 and is related to ECAF 2023-0825. Expedited handling is requested to accept the grant funding and proceed with related construction and use agreements in order to begin the project immediately.
