PURPOSE: To obtain Council approval of the Janitorial Services and Facility Cleaning contract with CCS Facility Services on RFP-25-0493RB.
BACKGROUND: On September 19, 2025, a competitive RFP-25-0493RB was issued to select a qualified janitorial firm to provide janitorial services and facility cleaning for County facilities on a routine basis. The proposal includes 44 sites and over 837,000 sf of building space. Proposals were evaluated based upon a combination of price, qualifications which included experience in similar sized venues, recruitment and training of personnel assigned, on-site management, and sustainability. CCS Facilities Services was selected as the highest ranked proposer. Negotiations were discussed on scope, pricing, site locations and cleaning frequencies. Facilities and CCS have come to a mutual agreement that is presented within this ECAF.
