PURPOSE: The purpose of this ECAF is to approve and execute Amendment 1 to the Agreement for Professional Services with Technology Learning Group (TLG Learning). Approval will allow the Information Technology department (IT) to continue offering live classroom training for Microsoft products, by instructor-led trainings virtually, or on-site at the Information Technology designated training facility or virtually by a over a five year term on an as-needed basis.

BACKGROUND: Request for Proposal (RFP) 25-18 was issued to acquire a qualified firm capable of training County personnel on a variety of Microsoft Office software products. TLG Learning's proposal was rated the highest overall by the evaluation committee, and was awarded a contract on September 24, 2018 for five years. The contract enables IT to utilize their services "as needed" to meet scheduled Microsoft Office training demands. Training of County personnel is still needed due to an expansion of Microsoft applications and to include training not previously offered to County staff. In 2023, RFP-23-036BC was issued and TLG was selected by the Snohomish County evaluation committee as submitting the highest-ranking proposal to provide Microsoft Suite, Live Classroom Training services for three years, with an optional two year term. IT is requesting additional funding of $250,000 to provide live training to County personnel for the term of the agreement including any renewals or extensions.
