PURPOSE: To approve a budget transfer of $500,000 in Fund 130 to support the implementation of the County’s LEAD Program.
BACKGROUND: The Prosecuting Attorney’s Office (PAO) manages three pass-through grants to implement the County’s Law Enforcement Assisted Diversion (LEAD) Program. LEAD is designed to offer pre-arrest and pre-booking alternatives to traditional prosecution to qualifying offenders and those at risk of offending. Since 2020, the PAO has received grants from the Washington Health Care Authority, the North Sound Behavioral Health Administrative Services, and the US Department of Justice. As the LEAD Program expands, expenditures in 2023 are projected to exceed current budget authority. A budget transfer from non-departmental Fund 130 would provide sufficient budget authority.
