PURPOSE: Approval of agreement SWMCC05-23 to allow Surface Water Management to utilize Lake Defense Force Corporation for invasive aquatic plant herbicide treatments in Snohomish County Lakes.
BACKGROUND: Invasive aquatic species are harming the ecological health and recreational suitability of several lakes in Snohomish County including Lakes Goodwin, Shoecraft, Roesiger, Sunday, Gissberg Twin and Serene. Community members at Lakes Goodwin and Shoecraft and Lake Roesiger currently pay an annual Surface Water Management (SWM) utility surcharge for invasive plant management services. As part of an integrated approach to aquatic invasive species management, the County has determined a need for the specialized skills and licenses of a consultant to provide diver services including: diver surveys, diver hand-pulling and Diver Assisted Suction Harvesting (DASH). Lake Defense Force Corporation responded to Request for Proposal (RFP-23-011TB) and was selected through established Federal, State and County policies and practices A Professional Services Agreement between Snohomish County and Lake Defense Force Corporation was negotiated. The total budget for this Agreement is $373,000 with estimated expenditures of $103,000 in 2023, $135,000 in 2024 and $135,000 in 2025. Expenditures in years 2024 and 2025 at Lakes Serene and Sunday will be contingent upon obtaining additional revenue sources (Ecology Grant or other).
