PURPOSE: To execute Amendment No. 2 to the Professional Services Agreement with Shannon & Wilson, Inc. providing geotechnical related construction management services for the Meadowdale Beach Park and Estuary Restoration Project.

BACKGROUND: Shannon & Wilson, Inc., was selected through the County's Request for Qualifications process (RFQ 002-21SB) to provide geotechnical related construction management services for the Meadowdale Beach Park and Estuary Restoration Project including: Construction observation of the geotechnical aspects of the railroad bridge installation activities performed by both BNSF and the County-procured construction contractor; Construction observation of the geotechnical aspects of the park and habitat elements constructed by the County-procured contractor, including but not limited to access road reinforcement, pedestrian bridge abutments, landslide hazard wall, boardwalk and restroom enclosure foundations, estuary excavation and debris removal; Monitoring haul route pavement conditions to satisfy neighborhood concerns associated with the large number of truck trips along 75th Place West; Coordination with the County Construction Manager (CM), BNSF as authorized by the County CM, and other specialty construction management consultants procured under separate RFQ's, including Railroad and Park/Habitat; Providing environmental remediation consulting services as warranted; and Construction management administrative activities including review of contractor submittals, responding to Requests for Information (RFI's), and providing geotechnical engineering support...
