PURPOSE: Approve the Snohomish County 2025-2027 Criminal Justice Treatment Account Plan
BACKGROUND: The Criminal Justice Treatment Account (CJTA) provides funding for treatment and supportive services for individuals who have a substance use disorder, have been charged with a crime, and are under 250% of the Federal Poverty Level. Individuals who are engaged with Snohomish County Drug Court may also be eligible for services through this funding.
Prior to the formation of the regional Behavioral Health Organizations (BHO), Snohomish County received and administered CJTA funds directly from the state. Since 2016, these funds have been administered through the North Sound BHO. In 2018, the Washington State Legislature provided counties the option to administer their portion of the CJTA funding. The Washington State Healthcare Authority (HCA) began contracting directly with counties in July 2019 for the administration of CJTA funds.
The attached motion request approval of the Snohomish County 2025-2027 Criminal Justice Treatment Account (CJTA) Plan. The CJTA Plan has been approved by the County CJTA Panel and outlines a spending plan for the HCA contracted CJTA funds. Upon receipt and approval of the Plan, HCA will issue a payment of $10,000 of the $1,585.278 two-year contracted amount to Snohomish County.
