PURPOSE: Approval of the 2025 Surface Water Management Annual Construction Plan (SWM ACP) allocates expenses and revenues for capital improvement projects in 2025.
BACKGROUND: The 2025 SWM ACP establishes the work priorities for Surface Water Management capital projects in 2025. The 2025-26 Surface Water Management budget, which is adopted by ordinance, controls the expenses in the 2025 SWM ACP. The 2025 SWM ACP totals are consistent with the countywide 2025 - 2030 Capital Improvement Plan (CIP) for Surface Water Management and the 2025 - 2030 Snohomish County Capital Improvement Plan. The 2025 SWM ACP includes general drainage capital improvement projects, failing infrastructure projects, fish passage culvert projects, culvert replacement projects, water quality improvements, stormwater retrofit projects, river and habitat projects, and master drainage/basin planning.

Council adoption of the 2025 Surface Water Management budget appropriates expenses and revenues for the 2025 SWM ACP.
