PURPOSE: To extend the existing ILA Agreement with the City of Everett for the Lion's Park Skate DOT Project

BACKGROUND: The County Executive and the County Council have determined that it is consistent with the Snohomish County Parks and Recreation Element and is in the public interest of County residents to participate in joint undertakings with local municipalities to increase recreational opportunities and facility capacity. The 2023 Adopted Budget, approved by Ordinance 22-059, included $750,000 of REET II funds, collected pursuant to chapter 82.46 RCW, to be split equally between the five council districts for Council/City Partnership Projects. In 2023, Council identified various projects for inclusion in the Council/City Partnership Projects; and one of the identified Council/City Projects is the City of Everett's Lion's Park Skate DOT project, which will design and construct the City's first stand-alone skate dot in Lion's Park. Snohomish County has agreed to provide eighty thousand ($80,000) of REET II funds in support of the project. The original ILA is set to expire 12/31/2025, and the City has asked for more time due to procurement and design challenges. Parks and Recreation has reviewed their request and supports the proposal to extend the agreement through 12/31/2026.
