PURPOSE: Approving an agreement with Community Attributes Inc (CAI) to develop an economic impact analysis focused on commercial terminal expansion at Paine Field Airport and the SAF R&D Center.
BACKGROUND: Paine Field’s Airport Master Plan forecasts commercial terminal travel demand exceeding 4 million passengers within the next 15 years. The SAF R&D Center at Paine Field will be the first of its kind low-carbon solution for aviation for the next 70+ years. Snohomish County Executive Somers issued Executive Order 25-02 to advance activities related to expanding commercial service operations at Paine Field Airport to meet forecasted demand for commercial air travel. CAI will develop an economic impact analysis to quantify the economic and workforce impacts of projected commercial terminal expansion and the SAF R&D Center. The project was previously approved in the 2025-2026 budget in General Fund 002 as a carry forward projected entitled previously funded by ARPA.
