PURPOSE: Submission of Annual SWM Financial Report per SCC 25.05.045(1).
BACKGROUND: The 2025 year-end financial report of Surface Water Management (SWM) revenues and expenditures by council district is provided for Council review and acceptance.
In 2025, SWM collected $31,935,002 in service charges and spent $43,685,289 on services and capital projects within its service district.
In 2025, SWM collected $7,602,565 in grant revenues for programs delivered in the county last year. SWM delivered significantly more in services and capital projects, roughly $11.75M more than it collected in 2025 service charge revenue.
SWM has spent more in each individual council district over the past five years than it has collected in service charge revenues within each council district.
