PURPOSE: Approval of Motion authorizing the County Executive to sign Supplement No. 7 to the Professional Services Agreement CCF04-23 with PH Consulting, LLC to provide design services for the 84th Street NE Corridor Spot Improvements Project

BACKGROUND: The Department of Public Works (PW) has received federal funding to complete spot safety improvements on the 84th Street NE Corridor from SR 9 to SR 92. 84th Street NE Corridor is high-volume and high-speed, leading to a high vehicular crash rate. This project will design and implement the recommended near-term improvements as outlined in the 84th Street NE Corridor Implementation Action plan. PH Consulting, LLC responded to RFQ-23-002SB and was selected through established federal, State and County policies and practices. A professional services agreement between Snohomish County and PH Consulting, LLC was executed in July 2023. The initial agreement amount was $95,311.40. Since that time, six supplements have been executed to add scope and budget, extend the completion date and provide periodic contractual rate adjustments. Supplements Nos. 1, 3, 4, 5 and 6 were processed by PW within the contingency amount approved by Council. Supplement No. 2 was approved by Council under Motion 24-279. Supplement No. 7 adds related services including assistance during bidding and engineering services during construction. Total payments for services under this supplement will not exceed $11,978.99, for an amended total amount not to exceed $140,625.48.
